On Sunday, September 10, 2023, Jay “Randy” Monroe passed away in Baltimore, MD. Randy is survived by his devoted wife, Tonya Leigh Monroe (nee Shifflett); loving children Brian Fuller (wife Kris), Justin Monroe and Sarah Monroe; beloved nephew Jay C. Fox; loving sisters Kay Allmon (husband Jimmy) and Jenny Biggerstaff; beloved grandchildren Calien and Braelyn. Randy is preceded in death by his mother Patricia Vaughn (nee Kuhn) and sister Janice Burton.

A public visitation will be held on Thursday, September 14, 2023 from 5:00-7:00 PM. The family will share memories from 7:00-8:00 PM at BAILEY Funeral Home and Cremation Service, PA.
